Decisions that need to be made by Sunday 1st March

Dear members,

At the Winter Members’ Meeting (you can read the minutes here), we discussed whether we want GM SC, as a formal members-led network, to end, what should happen to the remaining funds, and what may continue once the money is gone.

To move this forward, we now need your votes on the following proposals discussed during the meeting. To make it more manageable, you will find recommendations from the Members’ Meeting where there was consensus in the room. For ease of flow, the order of the proposals has also been reorganised as follows:

  • A. Redistributing GM SC’s fund between members
  • B. GM SC’s Organising Circles
  • C. Coordinating the redistribution
  • D. Future of GM SC

To vote on the proposals below, we recommend using a computer rather than a phone.

Please vote using your name and the name of your organisation, [First name] on behalf of [Organisation name].

There is one vote per organisation. Please discuss your decisions with your colleagues beforehand. You’ll be able to vote and add arguments for or against each proposal. All responses will be visible to members to ensure transparency.

The Transition Team will follow up with organisations that haven’t voted after 10 days to ensure everyone has the opportunity to take part. If you need help understanding or responding to any points, or would like to talk them through or have tech issues, please get in touch with us via WhatsApp or email.

Please note that, as decided after the Autumn Members’ Meeting, the following decisions can only move ahead if we have 50% voter turnout (equivalent to 19 votes) and 100% consensus (everyone agreeing or abstaining).

A1. Unspent budget lines from transition phase.

Context: There is currently around £20,000 left over from different budget lines (on the budget that corresponds to Total Operating Costs, minus actual spent and Life affirming grants/projects for GMSC) that can currently only be used for what they’ve been allocated by the membership last summer.

A2. Base redistribution model

Context: There are currently 38 active members (those who have attended at least 2 Members’ Meetings).
Of those active members, 31 are constituted organisations, and 7 are individual members (i.e. activists, artists, healers, and organisers supporting various organisations in Greater Manchester, with values that align with the GM SC network and who work at the intersection of social justice and collective liberation).

A3. Exclusion from the redistribution

Context: GM SC and Lankelly Chase have awarded between £0 and £290,000 to GM SC members since 2020 (with an average of £67,000 per member). The Winter Members’ Meeting recognised that some members have received (for their organisation, themselves, or both), larger grants from GM SC and Lankelly Chase than others since the start of GM SC’s journey.

5 members received £0, whereas 10 members have received over £100k, 6 members have received over £150k.

Therefore, the Members’ Meeting recommends that organisations that received over £100k of £150k be excluded from the redistribution. (This recommendation is supported by those organisations that have received over £100k and were present at the meeting.)

A4. Reinvesting money from the redistribution

Context: Some members might prefer to reinvest all or some their share of the redistribution into GM SC itself (ie in the redistribution pot) or specific GM SC members, collectives or organising circles.

The Members’ Meeting recommends that members who wish to do so should inform the Transition Team as soon as possible, with clear instructions on where they would like to reinvest the money instead.

A5. Redistributing to GM SC collectives and networks

Context: Food Security Network (held by Northern Lily), Universal Basic Income network (held by UBI Lab Manchester) and Living Income Demonstrator (held collectively between Prosper Life Initiative, Ziwo, Our Agency and Middleton Co-operating with support from NEF) have been active in GM SC for many years.

They are collectives made up of several GM SC members working together on specific projects to make significant systemic interventions or nurture alternative systems across the GM system. None of those projects received over £100k from GM SC and Lankelly Chase so far. However, when GM SC transitioned into a members-led network in June, those collectives were missed and therefore no longer appear in our structure.

The Members’ Meeting recommends that those collectives be added to the list of GM SC active members, and receive an equal share of the redistribution as member organisations.

B1. GM Shapers (Currently made up of Women Voices, Elevate Young Mind, Rekindle, De Butterfly, Unlimited Potential, Caring and Sharing)
B2. GM SC Youth Champions Circle (currently made up of Elevate Young Minds, Wonderfully Made Women, Blossom Foundation, Caring and Sharing, De Butterfly)
B3. Feeding Your Resilience (Currently made up of Sawn, RAPAR, Reel cic, and De Butterfly)
B4. Redistributing to GM SC organising circles

Context: The Members’ Meeting did not agree on a single recommendation on whether some, all or none of the organising circles should receive money as part of the redistribution.

B5. How much money towards the GM SC organising circles
D1. Ending GM SC as a formal members-led network
D2. GM SC legacy infrastructure

If the formal network closes, the Members’ Meeting recommends that:
We keep the WhatsApp community open so members can remain in contact
The website is paid for 5 years as a legacy site (worth £5,000), with no further updates being made
The email address remains active until the end of the year, monitored on a volunteer basis
The social media accounts are no longer updated, monitored only on a volunteer basis until the end of the year
The GM SC’s Social Change Nest (where our money is held) closes once funds are gone
No further decisions should be made in the name of GM SC

D3. Budget for future gatherings
D4. Use of the GM SC name and representation

If GM SC winds down as a formal entity, we need to agree on when the name “Greater Manchester Systems Changers”, "GM Systems Changers" and “GM SC” could be used and if former members could still speak and/or bid on behalf of GM SC
